PALM BAY, Fla. (WOFL FOX 35) - Palm Bay Police have arrested Kissanna Bailey, 21, charged with three counts of child neglect.

Investigators said Bailey was arrested after a Bright House Networks cable technician found the mother's three toddlers home alone in filth and wearing dirty diapers. The technician was working a service call at Bailey's home, located at 978 Dorchester Road in Palm Bay, when he noticed something was wrong.

Investigators said Bailey's front door was wide open and her children, two 3-year-old twin girls and their 1-year-old sister, were inside.

A spokesman with the Palm Bay Police Department said Bailey's home was in disarray, noting that there were no clean clothes and piles of dirty laundry. He also said there appeared to be no food in the house and that the refrigerator was tied shut.

Investigators have no idea why Bailey tied down the refrigerator, or why the three little girls were home alone, but said Bailey claimed that an uncle was supposed to be watching the girls.

Bailey is behind bars and her daughters are in the custody of the Florida Department of Children and Families.

Palm Bay Police said Bailey left the children home alone to attend a child support hearing. She is being held in the Brevard County Jail.
