Man exposes self at resort pool

Deputies with the Orange County Sheriff’s Office arrested a guest at an International Drive hotel on Sunday, after witnesses said he was exhibiting lewd behavior.

Other guests at the International Plaza Resort and Spa, located at 10100 International Dr., said David Shapiro, 41, of Orlando, was observed positioning himself near families at a swimming pool at the resort, in a manner that would allow his victims to see a bit more than the spirit of the law allows.

"We had active surveillance 24/7 on him, for over a week, and we just wanted to build a strong case against him,“ said Sgt. Richard Mankewich with the Orange County Sheriff’s Office.

The resort has three swimming pools and Shapiro was seen on the west side of the complex near a children's pool. Detectives arrived and photographed Shapiro as he adjusted and manipulated himself into a state of arousal.

Earlier in the afternoon, a mother and her 15-year-old daughter used a video camera to record Shapiro engaging in the same behavior.

After Shapiro left the hotel, he was followed by the Orange County Sheriff’s Office Sexual Squad to several hotels off of Irlo Bronson Highway.  Detectives said Shapiro was observed doing the same things at these hotels, and in one instance, he exposed himself.

Shapiro was arrested for lewd and lascivious exhibition in the presence of a victim less than 16 years of age. According to the Florida Department of Corrections, this is not the first time Shapiro has been in trouble with the law. He has served prison sentences for similar offenses dating back to 1997.

“We're working very closely with our hoteliers and others to make certain that these types of things can happen again,” said Orange County Sheriff Jerry Demings. “We’re pretty certain that we got an individual off the streets of Orange County who had done this multiple times.”
