
Minnesota State Patrol accident reconstructionist Sgt. Paul Skoglund said evidence indicates Anousone Phantavong was standing and fully-illuminated by Amy Senser's headlight when he was struck and killed last August.
Skoglund said the fact Phantavong would have been 40 percent above the height of the SUVs hood as he poured car into his broken-down car on the Riverside Ave. ramp.
