On Wednesday, a husband and wife in Fridley were each charged with one count of malicious punishment of a child after admitting to shaving a 12-year-old girl's head and making her parade through the neighborhood in a diaper as punishment for poor grades and not completing her homework.
Up to 50 people were on the street gawking at the girl as she ran up and down the avenue in a tank top and a diaper.
When police arrived to investigate on Monday, they found her "crying and hysterical." Responding officers were told she had been at it for nearly a half an hour before a neighbor called 911.
The girl's mother, 38-year-old Stephanie Ann Broten, and her husband, 34-year-old Darnell Alan Landrum, each face a maximum of one year in jail and a $3,000 fine if convicted on the malicious punishment charges.
The couple told police they were punishing the girl for not bringing home good grades and for failing to do her homework.
Broten told police the punishment was proper in her eyes, saying she was simply disciplining her child by embarrassing her.
Landrum told investigators the 12-year-old was warned several times that she would be forced to wear a diaper and have her head shaved unless she started listening in school and getting better grades.
The couple appeared in Anoka County District Court Wednesday.
Landrum had his bail set at $6,000 without conditions, or $2,000 under condition that Landrum have no contact with the girl.
Broten was released after court proceedings and placed under a no-contact order with her daughter.
