Candidate Bio: Luis Gutierrez - 4th District

Luis V. Gutiérrez is the U.S. Representative for Illinois's 4th congressional district, serving since 1993. Gutiérrez was the first Latino to be elected to Congress from the Midwest. From 1986 until his election to Congress he served as a member of the Chicago City Council representing the 26th ward. He is a member of the Democratic Party and the Congressional Progressive Caucus.

He is running against Republican Hector Concepcion for Illinois' 4th congressional district, to retain his seat in Congress.

On The Issues

Appropriations - Restoring the health and prosperity of our nation's economy is one of my top priorities. I believe that we must aggressively invest in our economy and create new jobs for the American people in order to improve our current economic situation. It is also important to establish more green-collar jobs in the market, in order to protect the environment while moving America to the forefront of innovative and sustainable technologies. Clean Energy - On June 26, 2009, the House of Representatives voted to pass the American Clean Energy and Security Act. I supported this important legislation that will move America toward a clean energy economy while protecting consumers. This bill creates jobs, work to end our dependence on foreign oil and fossil fuels, and keep costs low for consumers, with only a minimal impact of 22 to 33 cents each month for American households. Education - Research has demonstrated that reducing class size, particularly in the early grades, leads to improved student achievement. I consider the allocation of funding for this goal to be a substantial victory for our children and our community. It is also essential that, as the No Child Left Behind Act comes up for reauthorization, Congress is committed to fully funding this legislation that our schools and educational programs are equipped with the resources they need to provide the highest quality education for our children. Financial Services - As Ranking Member of the Subcommittee on Housing, Insurance and Community Opportunity in the 112th Congress, I have worked to shine a spotlight on blatant mortgage servicing abuses and to ensure that any settlement reached between Attorneys General and mortgage servicers brings justice to consumers who were needlessly pushed into foreclosures. Immigration - People should come to this country with a visa, not a smuggler and we should have a system that allows them to do so within reasonable limits tied to our economic and societal needs and that is adjusted over time. We don't have that now. Read more...

Military - Ending military operations in Iraq and Afghanistan, which have cost the United States over $100 billion per year, will contribute to efforts to bring down the deficit. After years of sacrifice and admirable service, it is time to bring our troops home. Read more...

Protecting Workers - In response to the rising tide of unemployment, I introduced new legislation to strengthen protections for laid-off workers. H.R. 2077, the Alert Laid off Employees in Reasonable Time (ALERT) Act, amends the federal WARN Act, under which employers are only required to provide 60-days notice if a mass layoff impacts at least 500 employees or a third of a workforce that is greater than 49 employees at one employment site.
