Posted: Updated:

A 2007 video clip obtained by The Daily Caller shows then-Senator Obama criticizing the federal government for how it handled relief funding to Hurricane Katrina victims.

When talking about why a special law wasn't used in areas affected by Katrina, Mr. Obama said, "Makes no sense... tells me that somehow the people down in New Orleans they don't care about as much."

Fox News.com has a link to the video.

In statements to the Associated Press, an Obama campaign spokesperson called talk about video "a transparent attempt to change the subject" from Romney's comments about the 47% of Americans who don't pay federal income taxes.

The Associated Press contributed to this report.
