The Philadelphia District Attorney's Office has withdrawn charges against Aida Guzman, the woman who was hit by a high-ranking member of the Philadelphia Police Department.
Video captured Sunday shows Highway Patrol Lt. Jonathan Josey striking a woman, knocking her down to her knees.
Commissioner Charles Ramsey says he is troubled by the video he saw, which was captured on YouTube clips.
Ramsey appeared on "Good Day" Wednesday morning to discuss the tape.
Ramsey was in San Diego, California at the time of the incident. The commissioner says he will take whatever action he needs to take.
Ramsey also discussed Wednesday morning the rape allegation made against a Philadelphia Police K-9 Officer.
