A toddler is in the care of her grandmother after deputies said the 2-year-old girl was found walking on the roof of a home with her dog. The girl's mother is charged with child neglect.
Dave Burns noticed a dog on the roof of his neighbor's two-story beachfront home, which he thought strange. "He came out to the front, right out to the garage. Scared the heck out of me, because he started barking, and I look up and he's on the roof!"
Deputies said it was another neighbor who noticed a child was also on the roof. The child was seen walking back and forth from a deck onto the slanted roof three times. The toddler's blanket was still outside. According to deputies, one witness saw the toddler slip and almost roll off the roof which is around 10 feet from the ground.
An arrest affidavit states that when a deputy arrived, the child was back on the deck wearing only underwear and that it took the toddler's mother 15 minutes to answer the door. The report states, 24-year-old Erica Hess first told the investigator she was in the bathroom, but then said she was moving furniture and had no idea the child was on the roof.
FOX 35 attempted to talk to Hess at her home, but no one came to the door. We reached Hess via a cell phone, but she did not want to comment.
Deputies said the child had small abrasions on her stomach and legs from crawling on the roof. According to records, Hess has been arrested three other times since 2011. One of the charges was for driving without a license.
Neighbors said they have seen deputies at the house before, but this was the first time they noticed activity on the roof.
Hess is out of jail on bond.
