Authorities say 51-year-old Floyd Palmer was arrested Wednesday, a few hours after the fatal shooting of a church volunteer during a morning service at World Changers Church International in College Park, south of Atlanta.
Court records show a man named Floyd Lester Palmer with the same date of birth was charged in Baltimore in 2001 with attempted murder, assault and handgun charges.
He was committed to a psychiatric hospital in 2004 after pleading not criminally responsible to lesser charges. Records show he was released the following year, subject to conditions that were to remain in effect for five years.
Precious Cole, who lives below Palmer's Riverdale apartment, says she had a strange sensation when she saw his picture on the news.
"I saw the picture at work and I said that the guy looked a little familiar but..I just dismissed it," she said.
Cole said that she saw Palmer in passing and didn't know much about his background.
Cole said that she didn't know how long he had lived at the complex, only realizing he lived so close to her when she talked to FOX 5's George Franco.
A spokesman with Baltimore police said the department did not have the arrest records in Floyd Palmer's case. They did not know what led to his being committed and released from the psychiatric hospital.
