Voters experienced problems casting their ballots in Fulton County on Tuesday, according to Secretary of State Brian Kemp's office.
The lines in some places stretched for hours. Some voters complained that the system couldn't find them and several precincts ran out of supplies.
In Sandy Springs, voters waited for hours because of a computer glitch and polling workers who didn't show up.
"We were here exactly two hours. Part of the problem is the machines were down for about 30 minutes. But it is what it is. You have to vote," said Barbara Mayes.
At Cleveland Avenue Elementary, more than a dozen people waited in line for provisional ballots after workers couldn't find their names in the system.
"I'm kind of down, because I wasn't able to vote," said Lola Wilson.
At one precinct at Georgia Tech, additional ballots did not arrive until 7:10 p.m. By that time, many people had gotten fed up and left.
But there were others who waited out the five hours just to make sure they had the chance to vote.
Poll workers say the majority of the 300 precincts also ran out provisional ballots.
Sharon Mitchell, interim director of the elections division in Fulton County, said everything will be done to get to the bottom of problems with provisional ballots.
"The wait is not an acceptable wait. We are investigating why that process did not work as it should have. And certainly, we extend our apologies to all of our voters who had to wait, particularly for something that we needed to make happen very early in the process," said Mitchell.
Mitchell says some of the problems with provisional ballots included first-time voters or people who may have moved. She even admitted some that poll workers weren't trained properly in the process of handling those provisional ballots and may have handed them out too soon or to people who didn't really need them at that time.
Secretary of State Brian Kemp says his office received hundreds of calls from Fulton County voters who said they were not in the system and had to vote on paper ballots.
"We've gotten a lot of complaints this morning about voters that are going to the polls that are not on the rolls and having to vote provisionally," said Kemp. "There were problems in '08. They obviously have not learned from those problems…They assured us they were going to fix those problems, have resources over there that they needed, and it looks like they have not done that."
Kemp's office says they will investigate. The county could go before the state election board.
