"I am hoping that it will but I'm not hopeful that it will. We've seen this too many times... these politicians-even yesterday- were already backtracking from their earlier statements. Their attitude toward anything is we'll do it another time. I hope I'm completely wrong. We're the only country in the world where this happens with regularity," said Gambling.
