Rep. Carolyn McCarthy lost her husband to a shooting on the Long Island Rail Road in 1993.

"We are still fighting to make a change. All of our reasons have been so something would't happen to somebody else that happened to our family," McCarthy told Good Day NY on Tuesday about Congress' efforts to end gun violence.

Following the massacre at Sandy Hook Elementary School in Newtown, Ct, McCarthy is optimistic now is the time for stricter gun laws.

"I do believe this time it's different. I think they realize everyone is going to have a right to have a gun to protect their home. They'll be able to go to the shooting range and practice but there is a segment of our population that should not have access to these guns."
