PHOENIX -

A dump truck driven by a SRP worker hit a male bicyclist in the area of 19th Avenue and Broadway Wednesday morning.

Officer James Holmes of the Phoenix police says the adult male was in the crosswalk traveling eastbound on Broadway.  The truck was turning south onto 19th Avenue.

Holmes adds that both parties did not see each other and this is not a hit and run case.

No impairment is suspected and investigators are looking into whether the sun or something else was a factor in the crash.

The 31-year-old driver's name was not released, but police say that person is cooperating with them.

The victim was declared dead at the scene. Phoenix police identify the victim as 20-year-old Luis Edwardo Santalla
