WSJ: Millions Got Gov't Phones Without Proving Eligibility

Millions of people who got cell phone assistance plans fromthe government can't prove they are eligible for the program, the WallStreet Journal reports. A review of the Lifeline program showed 41% ofrecipients on the biggest networks could not prove they were qualified or didnot respond to questions about their eligibility. The WSJ reports thegovernment spent $2.2 billion on the program in 2012.
