Louis Rivera. 54. is charged with misdemeanor simple battery after allegedly striking a woman at the Old Fourth Ward skate park on Monday.
The woman said that she got into a confrontation with Rivera after one of his unleashed dogs licked her friend's 3-year-old child. She said that he became upset after she asked him to leash his dogs. She said that he struck her in her hand after she began recording him on her cell phone.
Rivera is scheduled for a hearing at 9 a.m. on Saturday at Fulton County Jail, according to police.
