Reduced Pot Penalties Lead to Reduced Teen Marijuana Use?

A survey caught my eye this morning that shows American teens are not number one when it comes to smoking weed… that award goes to Canada. The UNICEF survey shows 28% of middle-school aged Canadians report smoking marijuana in the past year. American kids rank 5th in the Western World, with 22% of young teens saying they smoke pot. Interestingly, Portugal, which decriminalized marijuana in 2001, has one of the lowest rates: just about 10%. Would decriminalization change people's views of marijuana and make it not as attractive? Or do we need tougher enforcement?
