A 2,000 page report is shedding some light on the bar fight in Prescott that involved several law enforcement officers.

The DPS report is huge and took nearly four months to complete. It goes into every last detail about that fight in a Whiskey Row bar on Christmas Eve.

It accuses some of the members of that motorcycle group of some drunken and rowdy behavior. But it also puts some of the blame on the alleged victim for instigating the confrontation.

The DPS documents every moment of the bar brawl that took place on Whiskey Row in Prescott. Surveillance video captured it all -- as members of a law enforcement motorcycle club known as "The Iron Brotherhood," including several police officers, a firefighter and paramedic, brawled with other bar patrons.

Justin Stafford was punched in the nose.

In the report, Prescott Valley Police Chief Bill Fessler and Yavapai County Sheriff's Sergeant Bill Suttle are described as "uncooperative" and "trying to protect" club members. Both have since left their jobs.

The officers who responded to the bar say Iron Brotherhood members were "vague on purpose" when describing what happened, and high-ranking officers tried to cover up the club member's involvement, according to the DPS report which involved dozens of interviews.

Witnesses say the members of Iron Brotherhood became drunk and rowdy during their Christmas party and were flashing their badges, allowing them to wear their "colors" on their vests, something that is not usually allowed in bars.

The DPS report recommends charges against four of the club members and a disorderly conduct charge for Stafford.

The case is now in the hands of the Maricopa County Attorney's Office.

A spokesman for MCAO says it's not clear how long it will take to review this case and decide whether or not to file formal charges.
