    Some Detroiters say their neighbor is hoarding dogs. She has been accused of doing it before. In 2011, 25 dogs were removed from her home, but we're told a case was never brought.

13 dogs were rescued from a house on Ewers in southwest Detroit. The three most emaciated dogs were taken to the VCA in St. Clair Shores. They are being held in isolation for at least a week and being treated and screened for diseases.

"She's been known to actually, you know, take dogs off the street. In her eyes, she thinks she's doing a great thing and a justice to the city, but what it's actually doing is hurting the animals," said Daniel "Hush" Carlisle with the Detroit Dog Rescue.

15 precious pups were allegedly being hoarded inside the home. Fox 2 cameras were rolling when Detroit Dog Rescue convinced Leah Montgomery to surrender 13 of the dogs in the pouring rain. Many were emaciated, walking skeletons with fur, and apparently hungry.

"When they came out, you know, you could tell. There was a bowl of food, and they just attacked the food," Carlisle said.

"The hoarding situation is actually worse. The stench in there is unbearable. You can't even walk through there without a mask."

After the rescue, the dogs were separated and rushed to vets around metro Detroit.

"Some of them are starved so much that their heads start to sink in, things like that, their eyes are sticking out," said Kristina Rinaldi with Detroit Dog Rescue.

During the rescue, neighbors showed up with pictures of their missing pets, some snatched from their own yards, they claim, by Montgomery.

"She was taking dogs and taking the signs off the polls and claiming that she was going to call the owners of the dogs that she actually had found, but in all reality, she wasn't calling anybody," Carlisle said.

Police have not opened an investigation, which means Montgomery likely wont be charged.

The dogs rescued Tuesday night will be catalogued and featured on the Detroit Dog Rescue website in hopes of finding loving homes.

As for Montgomery, she is promising to change.

"I'm not going to be hoarding them anymore," she said.

"You were still able to keep just a few. What are you going to do with those?" she was asked.

"I've got dog food in there, and I'm going to try to move out," Montgomery answered.

In May of 2011, authorities and DDR rescued more than 25 dogs from the same residence.
