Scoop or else! A town in Spain is mailing dog poop back to owners that let their animals go on the street. Volunteers patrol the town and chat up offenders to find out the name of the pet and the owner so they can cross-reference them with a database at city hall. The waste is then scooped up and sent to the pet owner with a "lost property" label on it. The program is working. The town reports a 70% drop in the number of messes on the street.
