PHILADELPHIA -

A former Philadelphia police lieutenant who was caught on tape striking a woman during the city's Puerto Rican Day Parade is fighting to get back on the force.

Last September, cell phone video spread across the web of Jonathan Josey striking Ida Guzman in the face.

Josey was charged with simple assault, but a judge cleared him. Ida Guzman settled a lawsuit against the city for $75,000.

An arbitration hearing was held Monday in Josey's effort to get his job back.

Police Commissioner Ramsey says he doesn't want Josey back on the force.

The hearing will continue on Tuesday, and a ruling will be expected within a month.
