More Troubles For Work Source Centers

Posted: Updated:

Two days after our FOX 11 Investigation aired, Johnene Leyba, the Executive Director of Career Partners in Rosemead is fired and escorted out of the building.

The Board overseeing Career Partners met on Thursday afternoon. Members held a private session and approximately 40 minutes later they came back out and announced their decision.  "Ms. Leyba shall forthwith leave the premises and supply the acting board chair with all property of the agency in her possession, including but not limited to keys, cell phones, credit cards, if any or other property."

Leyba was taken by two board members to her office so she could pick up her personal belongings. She then walked out of the building.

Career Partners is a Work Source facility in Rosemead that has received millions of federal dollars through the years to help people find jobs.  $10 million in the last 7 years.  Still, "Career Partners"  is collapsing.    Auditors discovered that Leyba did not account for  $700,000 dollars. No one seems to know where the money went.  In addition, former employees are coming forward and blowing the whistle on what they call one of the biggest scams against the government.  Our Fox 11 Investigation,  revealed audio tapes in which managers were recorded telling employees to recruit people already employed.  Our sources tell us that is common practice.  They claim Work Source Centers offer incentives like cash and gas cards to get people who found jobs on their own to come in and fill out paper-work. Employees allegedly backdate the applications and make them appear as though Career Partners got those people their jobs.

Two days FOX 11 shined the light on this issue, Leyba was terminated.

However, she is still asking $60,000 dollars in severance pay. No word from the board if she'll get that money.

Recently, Los Angeles Superior Court Judge Rolf M. Treu ruled that teacher tenure statutes -- violate the California state constitution. In the landmark case "Vergara v. California," Judge Treu held that tenure makes it almost impossible to fire incompetent teachers.

The number alone is shocking. In one South Los Angeles zip code, there are 240 registered sex offenders living there. You can get this information off of Megan’s law website, required by state law, named after seven-year-old Megan Kanka, a New Jersey girl who was raped and killed by a known registered sex offender who had moved across the street from the family without their knowledge. The idea is to prevent that from happening again, and of course it’s a noble goal.
