It's day two of the voter identification trial in Harrisburg. On Tuesday, a statistics expert testified that a half a million Pennsylvanians lack the photo ID they need to vote.
Several groups claim the law is unconstitutional and obtaining a photo id is a burden for many, including the elderly, minorities and college students.
Supporters argue it's needed to prevent voter fraud.
A consultant hired by the plaintiffs says 511,000 registered voters in the state either don't have a PennDOT issued ID or they have IDs that will expire before the November election.
An expert for the state argues the consultant is exaggerating the problem.
Attorneys for the state say provisions have been made to help anyone who needs a photo ID to get one.
