Residents living in the Starke Lake Circle all received notices in the mail from the Ocoee Police department about wanted sex offender, Bobby James Harris. Neighbors are angry because they say he should've been arrested a long time ago.
"He was a peeper and he was on the porch peeping into that residence with children in there," said Ocoee Police Detective Sergeant Brian Satterlee. "He was charged with burglary for entering the porch area. The fenced in area constitutes as burglary."
The mother didn't want to speak on camera, but she says she fired three warning shots a few days ago. The suspect, 53-year old Bobby Harris took off.
"I don't always recommend shooting warning shots but you got to do what you got to do to protect your family," said Sgt. Satterlee. "We felt like prisoners in our own home while that man ran free in the street, "said a neighbor and witness Carmen Santiago.
Santiago says she saw him the other day riding around the neighborhood on his bicycle with a "Jason" Halloween mask and a cape.
According to police records, Harris is a registered sex offender. In 2006 he was charged with exposure of sexual organs and prowling in Winter Garden.
He was charged with the same thing in 1995 and convicted of lewd acts on a child in 1996 but his criminal history against children dates as far back as 1991.
"We've seen him a lot in our city and it concerned us because we do have a sexual offender ordinance where you can't live in the city," said Sgt. Satterlee.
Bobby Harris was booked in the Orange County Jail on a $10,000 bond on October 29th. He is expected to appear in court on November 25, 2013.
