Chicago's Most Wanted: Angel Serrano

Angel Serrano is charged with being part of a drug operation that brought cocaine from the Central American country of Belize to the Chicago area. But when Federal authorities were rounding up his alleged co-conspirators, Serrano took off before he could be arrested.

The FBI says Serrano sometimes used the name Oliver Cruz and is a member of the Latin Kings Street gang. It says two joint federal and local investigations revealed he had been dealing crack and powder cocaine, supplied to him by the Belizean Bloods street gang.

Serrano was among more than two dozen people charged as part of two cases, Operation Blue Blood and Operation Black Orchid, which targeted suspects involved with drugs and fraudulent passports. The investigations started in 2009.

Several of the defendants in these cases were arrested in early November 2011. FBI agents say they planned to steal 50 kilograms of cocaine from a purported stash house in Berwyn. They say the investigation at the time, including wiretaps and recorded conversations, revealed some of the men who are now in custody planned to shoot anyone who tried to interfere with that planned robbery.

Serrano was originally charged with the others in the case in late October 2011. A subsequent grand jury indictment against Serrano handed down in March 2012 charged him with possession with intent to distribute cocaine. Agents say conversations recorded during the course of the investigation indicated Serrano had been buying and selling cocaine through the head of the Belizian Bloods. On March 31, 2011, he was under surveillance by law enforcement as he was allegedly trying to make another drug purchase, when he was stopped by Chicago Police in the Ravenswood neighborhood. Officers say they found him with nearly a thousand dollars cash which they believed he was going to use buy an ounce of cocaine.

At this point, agents are not sure where Serrano might be. But he had extensive connections, including strong family ties, in the Chicago area. When suspects are on the run, they often rely on their network of friends and associates to help them avoid getting arrested.

Serrano's last known address was in the 3500 block of North Lake Shore Drive, so there's a good possibility he is still in the area. That is why the FBI is our viewers to keep an eye out and contact it or police with any relevant information.

--often goes by the name of "Leo" or "Oliver Cruz"

--numerous tattoos, including five dots on the finger of his left hand, and the word "infamous" on his right forearm.

Angel Serrano is considered armed and dangerous. If you see him you are asked to call the FBI or police.
