Teen, Family Allege Police Brutality Incident

Posted: Updated:
TULLYTOWN, Pa. -

A 14-year-old in Bucks County suffered injuries during a run-in with Tullytown police last week.

Police claim the boy took off running after he was placed in handcuffs outside of a Wal-Mart after he was accused of shoplifting.

14-year-old Joseph Williams didn't want to show his face to the media today while he was walking into his attorney's office. That's because the boy's bruised, scabbed and swollen face is at the center of an alleged police brutality case.

According to the Bucks County District Attorney's Office, Williams was arrested by Tullytown Police Officers last week accused of shoplifting from a Walmart store.

Police say, with his hands cuffed behind his back, the teen took off running towards route 13. Police warned him to stop but he kept going that's when officers tased him and the DA claims he fell face-first into the ground and incurred these injuries. The teen was treated at Lower Bucks hospital.

Williams' Attorney Fortunato Perri is alleging police brutality. Perri is arguing that these injuries are consistent with repeated contact to the face--not simply a fall.

"The skin is partially torn away from the face.. with the nature of the injuries that occurred in this case I think it's clear that police used excessive force," Perri said.

The Tullytown Borough Police Chief released a statement saying quote:

"We take these allegations 'Very Seriously' and will forward the file of our investigation to Bucks County District Attorney David Heckler to determine if further investigation of the incident and Police Officer is appropriate."

Bucks County DA David heckler says preliminarily it does not appear that there was any police misconduct but they're launching a full investigation as the teen recovers from his injuries.
