Mayor Alex Blanco says the sweep at the Speer Village complex started Tuesday night and was ongoing as of Wednesday. He says the arrests were the culmination of an eight-month investigation by city, county, state and federal authorities that targeted drug dealers and users.
Blanco says the drug dealers kept their neighbors at the complex "hostage" by taking over the building's hallways, stairwells and parking lots to sell or use drugs.
The Record reports that police began investigating in March after they received "numerous complaints" from complex residents and nearby business owners.
