Inspection records for Cedar Ave. building reveal issues in 2010

While the focus of the community remains on the victims of the explosion and fire at a building that housed several apartments and a grocery store, the chorus of questions is growing louder.

Investigators say it's still too early to pinpoint exactly what caused the blast that shook the tight-knit community, but the evening call to prayer in Cedar-Riverside also brought a call for answers.

The building's inspection records reveal a few significant problems that had been remedied a few years before.

The most recent inspection in October of 2012 only found one violation for graffiti. There were no other issues found that year, but that wasn't always the case.

In August of 2010, every single unit in the complex needed new smoke and carbon monoxide detectors. Electric wires were found running outside from window to window, and there were holes in the ceiling. Most of the apartments had no door handle or lock. Reports from that year detail filthy conditions, with roaches, mice and even pigeons living in a small room on the third floor.

Fox 9 News went to visit the owner of the building, Garard Noor, who also owns a money wiring service. By phone, he declined to talk about the conditions inside.

Currently, investigators believe the Wednesday morning explosion on the West Bank may have been caused by a natural gas leak; however, they have not ruled anything out.

One body was recovered from the debris on Thursday, but at least two people are believed to be unaccounted for.
