Warren mayor caught on tape with secretary who just got a pay raise

Video posted on YouTube shows Fouts, 71, holding hands with his 25-year-old secretary, Amanda Mika. The video was taken in Chicago in 2012. A caption over the footage says citizens hired a private investigator after the mayor and his secretary were mysteriously missing at City Hall on the same days.

FOX 2 legal analyst Charlie Langton says, from what he's seen, the mayor does not appear to have done anything illegal.

But the video does raise questions.

Mika got a five thousand dollar pay raise, boosting her salary to $50,000, at a time when Fouts cut employee health care benefits.

FOX 2's Robin Schwartz tried to reach Mayor Fouts for comment but was told he was in meetings. She also received a document the mayor put together, saying any trips he took had nothing to do with the pay raise given to his executive assistant. He called the allegations "dirty politics" and "personal, political mud slinging at its lowest", and he said he sees no need to further explain his actions to the media.

Responding to why Mika was given a pay raise, the document stated:

"The reason the executive assistant was given a pay raise on December 6, 2013 was she and another mayoral appointee, who received a $10,000 pay raise at the time, had to take on additional responsibilities... Because the city's director of economic development was on sick leave.

I am insulted personally by this because, in my 6 years as mayor, I have prided myself on being the guardian of the city tax dollars... I will not be interviewed on this issue by the media because it will only distract me from my full-time job responsibilities."

"It may not look good politically, but there's nothing illegal about it. Now, there could be some internal rules, some civil service rules, that apply to dating and pay raises," says Langton.   

One city council member told Schwartz by phone she plans to ask the city attorney to look into possible ethics violations. Fouts added he's personally paid for any trips he's taken as mayor, including the Chicago trip in the video.
