Early voting begins Monday, 17-year-olds to cast ballots

For the first time in history, 17-year-olds can cast their ballot in a gubernatorial primary election. Voters will cast their ballots to decide the Republican candidate for Illinois governor on March 18.

This first is thanks to PA 98-51 or the "Suffrage at 17" law, spearheaded by Stevenson High School government teacher Andrew Conneen and his students more than 10 years ago.

"Stevenson-inspired election law creates thousands of new teen voters." It's headline news on the Lincolnshire Review featuring Adlai Stevenson High School students who registered to vote for this year's elections.

"New this year is a law that allows 17 year olds who will be 18 by November 4 to participate in the primary election if they're registered to vote," Chicago Board of Elections spokesman Jim Allen said. "So those who are already registered to vote may use any of the early voting sites tomorrow and begin to make history as the first 17 year olds who will ever cast ballots in the history of Illinois."

Allen said social media was used to get the word out to 17-year-old voters along with good old fashion word of mouth.

"These were going to be eligible voters in November," Conneen said. "So we really wanted 100 percent of our kids who are going to be able to vote in that general election to have the power and the voice to pick the nominees to make them even more excited about voting for the winner in November."

Two additional early voting sites are also new this year, at Brighton Park Library on South Archer Avenue and Humboldt Park Library on North Troy Street. There are 51 early voting sites total.

"We'll have one site in each ward and you can use any site in your jurisdiction," Allen told FOX 32 News. "If you're in Lake County, you can use any site in Lake County. If you're registered in Chicago, you can use any site in Chicago. It's designed to be convenient for the voter."

Despite the historic new young 17-year-old voter law, low voter turnout is expected. Between 30,000 and 40,000 people are expected to participate in early voting.

"Turnout in a primary election, in a gubernatorial primary at that, is typically lower than it was in a presidential year," Allen said.

Early voting starts Monday. Early voting sites will be open 9-5 on Saturdays and 9-3 on Sundays. A government issued photo ID is required. A sample ballot and full candidate list is also available on the Board of Elections' official website.
