Video: Outgoing Secretary Sebelius missing pages during speech

WASHINGTON - Outgoing Health and Human Secretary Kathleen Sebelius lost her place momentarily during her speech at a Rose Garden ceremony Friday morning, when she discovered a page from her speech was missing.

During the announcement, President Barack Obama said he will nominate his budget director, Sylvia Mathews Burwell, to succeed her as Health and Human Services secretary.

“Unfortunately, a page is missing,” she said as she flipped through papers on the podium.

She smiled and the audience laughed as she continued on.

The move comes more than a week after the close of sign-ups for insurance coverage on the law.

After a rocky start that Sebelius was blamed for, the administration rebounded strongly to exceed expectations by enrolling 7.1 million people by the March 31 deadline.

Burwell's nomination requires Senate confirmation.
