DC to sell 'social impact bonds' to help lower teen pregnancies

WASHINGTON - Mayor Vincent Gray is looking to reduce the number of teen pregnancies in the district by selling what are known as 'social impact bonds.'

They will pay for a program designed to lower the teen pregnancy rate and help educated high school girls.

Mayor Gray says the idea is for social investors to fund the program and if the desired results are achieved they will get their money back.

D.C.'s teen pregnancy rate is higher than the national average.
