State to take control of Minneapolis nursing home

The Minnesota Department of Health will now assume control over a Minneapolis nursing home in response to the facility’s management problems, the department announced Tuesday.

"They had such significant quality of care issues that the Minnesota Department of health ahd to step in and take over," Scott Smith said.

MDH assumed control of Camden Care Center -- an 87-bed facility where 67 residents currently reside -- for the following reasons:

- Citations for 47 violations in March 2014
- 33 additional citations found  during a May follow-up inspection
- Several violations “posed a significant risk for residents”
- The facility’s financial stability is concerning
- Management failed to “maintain a basic level of safety”
- Two residents had accessed drugs or alcohol while at the facility, both requiring hospitalization

Residents and staff were informed of the change on May 30. The facility houses residents receiving senior care, dementia care, mental health care and chemical dependency treatment.

“We took this step as a last resort because the nursing home licensee was not keeping residents safe and was not meeting Minnesota’s basic standards of care,” Minnesota Commissioner of Health Dr. Edward Ehlinger said.

The facility has been operated by Videll Healthcare Camden, L.L.C., as licensee, under a lease agreement with Irvine, California- based SABRA Health Care REIT, which purchased the facility in 2012.

Back in 2010, the center took its residents on a vacation to the Bahamas and on camping trips too, but that's when it was privately owned. Changes started coming after it was bought out by corporate investors.

"Less personal," the wife of one resident told Fox 9 News. "You could tell it wasn't family-ran anymore."

In fact, state investigators say Videll Health Care has not paid its bills or the health care premiums for its employees. 

Recently, Videll Health Care was fined $56,000 by the federal government, and the state of Minnesota will now terminate Videll's Medicare and Medicaid provider agreement. 

Fox 9 News attempted to contact Videll Health Care in Massachusetts and was told the company no longer exists and has been bought out.

Ramsey County District Court granted the department a receivership order, and the department has arranged for Minnesota nonprofit Volunteers of America - National Services to serve as the facility’s managing agent during the receivership. By law, the receivership cannot exceed 18 months. In a receivership, MDH becomes responsible for operations and finances of the nursing home. It typically appoints a managing agent to conduct the daily work of managing the home.
